Education of foreign students on Government Funded Basis

Admission of foreign applicants on Government-Funded Basis is carried out (paragraph 85 of the Ministry of Education and Science of the Russian Federation’ Order of January 15, 2009 № 4 "On approval of the admission to state-accredited educational institutions of secondary vocational education"):

• within the quota fixed by RF Government’s Decree of October 8, 2013 № 891 "On establishing quotas for the education of foreign citizens and stateless persons in the Russian Federation" (hereinafter - the Decree №891). According to this document, the quota for admission of foreign citizens and compatriots living abroad, who could study at the expense of the federal budget in FSEI of higher and vocational education amounts to 15,000 people a year;
• in accordance with the Agreement on granting equal rights to citizens of countries - participants of the Treaty on Deepening Integration in Economic and Humanitarian Areas of March 29, 1996 for admission to educational institutions approved by the Government of the Russian Federation of June 22, 1999 № 662 and other international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation (Government of the Republic of Tajikistan’ Decree of February, 11 2000 № 68 On accession to the agreements in the field of education, concluded in the framework of the Customs Union on November 24, 1998). Under this Agreement the citizens of the Republic of Belarus, Kazakhstan, Kyrgyz Republic and Tajikistan have the right to apply for a budget form of education and to participate in the general competition on par with Russian citizens.
• under the certificate of the participant of the Governmental program to assist the voluntary resettlement to the Russian Federation of compatriots living abroad, who have joined the Governmental program to assist the voluntary resettlement to the Russian Federation of compatriots living abroad (approved by the President of the Russian Federation of June 22, 2006 № 637);
• in accordance with the Act of May 24, 1999 № 99-FL (Federal Law) "On Governmental Policy of the Russian Federation in respect of compatriots living abroad."

Budgeting expenses for education of foreign citizens and compatriots living abroad, is carried out by the Federal Executive Bodies that are in charge of educational institutions within the budget allocations, budgeted for the respective fiscal year and planning period for education.

Scholarships

Enrolled foreign citizens and compatriots living abroad are provided with places in dormitories on the same terms as the citizens of our country, studying on Government-Funded Basis.

Besides, the students who came from other countries, being sent to study by the Ministry of Education and Science of the Russian Federation can get scholarships. It is paid for the entire study period regardless of academic performance.

Taxation

Insurance deductions to extra-budgetary funds are not levied on scholarships since students do not sign any labor or civil contracts.
